玩具安全：新欧盟玩具指令协调安全标准EN71-1:2011

日，欧盟委员会发布了玩具安全标准EN71-1:2011物理与机械性能，替代了版本EN71-1:2005。 符合此安全标准意味着符合于日生效（化学要求除外）的新玩具安全指令2009/48/EC关于机械和物理性能的要求。
On 18 Jun, 2011, European Commission published EN71-1:2011 Safety of toys-part 1: mechanical and physical properties, replacing version EN71- 1:2005. The conformity of it means presumption of conformity to New Toy Safety Directive 2009/48/EC concerning mechanical and physical properties,
which comes into force on 20 July 2011(except chemical requirement).
测试方面的主要变更如下:

与食品同时销售的玩具（所有年龄段）
Toys sold with food (all age groups)&&&&&&&&
1) 对于直接依附于食品的玩具，滥用测试之前或之后都不能产生窒息的危险&&&&& For toys directly attached to food, it shall not present choking hazard before and and after the abuse test
2)& 对于食品里面的玩具，玩具需要其独立包装，并不得产生窒息的危险且其包装上需有警告语
&&&&& For toys contained within food, toys shall have their own packaging which must not present&choking hazard and shall carry a warning
3)&& 玩具牢固的附在食品上是被禁止销售的
&&&&&& Toys firmly attached to food is not allowed to be sold
软填充玩具（36个月以下）
Soft filled toys (for under 36 months)&&&&
含有纤维填充材料的软填充玩具，其接缝需进行70N的拉力测试，且在最大10N的力量下，接缝的任何缝隙不能插入直径为12mm的带有完全倒圆形末端的测试棒的前端，或者表面材料不能插入直径为6mm的测试棒
The seams of soft-filled toys containing fibrous filling material shall be subject to a force of 70N, and it shall not be possible to insert the front part of a 12mm diameter rod with a fully radius end through any opening in the seam or cover material by 6mm rod using a maximum force of 10N
膨胀材料（所有年龄段）
Expanding Materials(all age groups)
浸泡24或者48小时后，而不仅仅是72小时，膨胀材料仍不得在任何方向膨胀超过50%
The expanding materials should not expand more than 50% in any direction after 24 and 48 hours soaking, not just only 72 hours
溜溜球（所有年龄段）
Yo-Yo balls(all ate groups)&&&&&&&&&&&
球的系绳初始长度不得超过370mm；重量和弹性系数之比须小于2.2
The initial length of the ball tether shall not be greater than 370mm. The ratio of the mass to the Elastic constant shall be less than 2.2
意图全部或部分环绕于脖子的带子（36个月
以下）&& Strap intended to be worn fully or
partially around the neck (for under 36
months)&&&&&&&&&&&&&&&&&&&
若能形成固定环套，那么须能在25牛的力下断开
If it can create a fixed loop, it shall break under 25N force
水上玩具玉充气玩具（所有年龄段）
Aquatic toys and Inflatable toys(all& age
groups)&&&&&&&&&&&&&&&&&&&
不仅是水中玩具，所有充气玩具都需满足有关充气入口阻塞物的某些要求。另外，大于1.2米的水中骑乘玩具，应符合EN 15649-3中有关Class A设备休闲漂浮物品的适用要求
Some requirements on air inflation inlet stoppers now apply to all inflatable toys, not just aquatic toys. In addition, aquatic ride-on toys larger than 1.2m shall fulfill the applicable requirements regarding floating leisure articles, Class A devices in EN 15649-3
意图放入嘴中的玩具（所有年龄段）
Toys intended to be put in mouth(all age

玩具的任何可拆卸的小物件都不得完全容入小部件容量筒中，不仅仅是吹嘴
Small detachable parts from toys shall not fit entirely in the small parts cylinder, not only mouthpiece
弹射物上的吸盘（所有年龄段）

引入90牛的拉力与扭力测试
90N tension test and torque test are introduced
碎片（所有年龄段）
Splinters (all age groups)&&&&
碎片的相关要求从36个月以下扩展至所有年龄段
Requirements on splinters expanded from under 36 months to all ages
电驱动乘骑玩具（36个月以下）&& Electrically
driven ride on toys (for under 36 months)&&&&& &
最大限速由8 km/h改为6 km/h
The maximum speed limitation changed from 8 km/h to 6 km/h
玩具包装（所有年龄段）
Toy packaging(all age groups)&&&&&&&&&&&&&
包装需满足小球和半球形形状玩具的相关要求
Packaging shall fulfill the requirements of small ball and hemispheric-shaped toys
