强烈要求LOFTER恢复被屏蔽的文章
& & 10月24日，隶属于“网易”的LOFTER屏蔽了我在LOFTER上的博文：“南沙群岛是不能划定领海基线”一文（见附件）。他们的这一行为是错误的。这篇文章的内容是正确的，符合1982年《联合国海洋法公约》条文规定和精神。事情的出现倒是LOFTER违规了，他们缺少海洋法理论常识，随便屏蔽网民的文章。因此，本人强烈要求LOFTER恢复这篇文章。
&笔者在上述文章中写到，南沙群岛海域面积广大，岛礁分散，缺少水源，陆地面积总和很小，根据1982年《联合国海洋法公约》条文精神，在这里是不能确定领海基地点和基线的。据查，至今南海区域包括越南、菲律宾、马来西亚、文莱和印度尼西亚在内的所有声索国还没有一个国家在南沙群岛中央海域宣布领海基点和基线的。确定领海基点和基线是一件严肃的事情，国际法要求各沿海国政府和专家学者必须认真对待。根据当前的南海形势，中国应该慎重处理领海基线问题。事实上，西沙群岛的领海基线同样违背了《公约》的规定，需要撤销。
在缺乏对国际海洋法、特别是对于1982年《公约》条文的全面正确理解的情况下，中国所谓的各大主流媒体对南海问题长期一边倒的相互渲染，以及国内许多专家学者与军事宣讲人员认定南沙群岛能够确定直线基线，并肯定“九段线”等历史因素，这种情况对于南海的和平稳定形势，是有百弊而无一利的。南海要成为和平、合作和友谊之海，周边所有国家都要作出切实努力，任何一方都不要把岛礁领土主权绝对化，并且各国需要统一领海基线确定标准和海洋划界原则，采取双边与多边谈判的方式解决问题。
